Ce qui s’est passé

On 4 November, Ukraine’s National Anti-Corruption Bureau and Specialised Anti-Corruption Prosecutor’s Office announced the exposure of a criminal organization during the “Карфаген” operation. According to investigators, the organization operated fraudulent call centers, trafficked synthetic drugs including mephedrone and alpha-PVP, manufactured counterfeit euros and carried out commissioned attacks. Its activities also included kidnapping and assaulting people, illegal cigarette production and counterfeiting foreign currency.

The organization had at least 12 members. Ukrainian anti-corruption investigators identified senior SBU and National Police officials among the participants or alleged protectors, using pseudonyms including “Akim,” “Kriminal,” “Pryce” and “Consultant.” Journalists later identified “Akim” as Major General Serhii Duka and “Kriminal” as Andrii Osypov, who had previously been convicted and maintained contacts in the security service, police and prosecutor’s office.

Serhii Duka was detained on 4 November after detectives arrived to search his premises, according to the material. The NACP said he obstructed investigators and threatened them with a weapon. Armed people reportedly prevented the search from beginning for around three hours, and special SBU unit officers attended the scene.
