Plusieurs explosions were heard, and local residents reported an attack. The international airport in Oufa suspended operations during the night, while flight arrival and departure restrictions were also introduced in Kazan and Samara. A fire was reported at the Bashneft-Noyol oil refinery. However, the precise target, the number and locations of the fires, and the possible damage to the L-35 catalytic reforming unit had not been independently confirmed by the time of publication. Neither the local administration of Oufa nor Ukrainian military authorities officially confirmed a strike on the refinery.

Ce qu’en disent les sources ukrainiennes

Ukrainian media emphasize the confirmed explosions in Oufa’s industrial zone and identify the reported target as either Bashneft-Noyol or Bashneft-UNPZ. Their reporting provides extensive context on the refineries’ capacities and products, previous Ukrainian strikes on facilities in Oufa and other Russian regions, and the broader campaign against Russian oil-refining capacity. At the same time, the reporting explicitly notes that the exact refinery, the fire locations and any damage to the L-35 installation remain unconfirmed.

Là où les récits divergent

Sources differ over which refinery or refineries in Oufa were struck. The Ukrainian monitoring channel Krymskyi Viter identified Bashneft-UNPZ, while analysis of witness videos by the Astra project pointed to Bashneft-Noyol; some residents said two refineries were attacked. Accounts also differ on the number and locations of the fires: Exilenova+ reported three separate fire sites, whereas other reports identified a single fire at Bashneft-Noyol. The claim that the L-35 unit was burning was an inference from witness photographs, not an independently confirmed finding. Ukrainian military authorities and Oufa’s local administration did not confirm a refinery strike.

Contexte

Bashneft-Noyol has a processing capacity of 7.3 million tonnes per year and produces Euro-6 gasoline, diesel fuel, aviation kerosene and industrial oils. Bashneft-UNPZ processes about 6.6 million tonnes per year and produces gasoline, diesel fuel, fuel oil and technical sulfur. The L-35 catalytic reforming unit produces high-octane gasoline components and hydrogen used for fuel purification. Ukrainian forces reported striking Bashneft-UNPZ on September 22, while a fire was reported at the Kuibyshev oil refinery in Samara the same day. On October 8, Ukrainian forces struck the Gazprom Neftekhim Salavat oil-refining complex in Bashkortostan, about 1,300 kilometres from Ukraine’s border, and a fire reportedly followed. On October 29, explosions and a drone attack were reported in Sterlitamak, with smoke observed near the Bashkir Soda Company, described as Russia’s sole producer of a component used to manufacture protective materials for armoured vehicles. During 2025, Ukrainian forces conducted at least 73 attacks on 28 Russian oil-product manufacturers, affecting facilities representing about two-thirds of Russian refining capacity.
